Quality of Water

I would like to know why, in NJ, the health quality of water is poor. We all pay Amercian Water Company to have healthy, clean drinking water from our taps. Yet the quality rating is always under 100 for the best and in some area's in NJ it is lower than 80.....why ???? What are we drinking ? If you check down in Virginia, their health quality of water is 100 !
